Elaine Mendoza is founder, President, and CEO of Conceptual MindWorks, Inc. (CMI). Established in 1990, CMI is a biotechnology and medical informatics company located in San Antonio, Texas. Within the biotechnology industry, CMI’s strengths lie in building scientific and technical teams to develop and deliver unique solutions to address issues in areas such as chemical/biological defense, trauma medicine, and population health. CMI’s core competency in medical informatics revolves around CMI’s Electronic Health Record (EHR) system, branded as Sevocity®. Sevocity empowers physician practices and health centers to embrace EHRs by delivering an easy-to-use, cloud-based system.

Ms. Mendoza was appointed to the Board of Regents of the Texas A&M University System by Governor Rick Perry in 2011 and is Chair of the Committee on Academic and Student Affairs. She is also a member of the P16Plus Council of Greater Bexar County, a Board member of Generation Texas San Antonio, and a member of Mayor Castro’s Brainpower Committee. She serves on the CHRISTUS Santa Rosa Health System Board of Directors and the Board of Directors of The Texas Technology Development Center.

Ms. Mendoza has been involved in community initiatives revolving around the expansion of educational opportunities, health care, and economic growth both locally and nationally. She was a member of the Mayor Castro’s SA2020 Charting the Course for the Next Decade Steering Committee. Mayor Hardberger appointed her as Co-Chair for P16 Council Formation Committee and as a member of the Task Force on Corporate Recruitment and Retention. In January 2006, Governor Rick Perry appointed her to the Texas Higher Education Coordinating Board on which she served as Secretary of the Board, Chair of the Committee on Closing the Gaps and, in 2010, as Vice Chairman. Governor Perry also appointed her to the Commission for a College Ready Texas in April 2007.

Ms. Mendoza served as a member of the “Code Red” task force, a blue-ribbon, 17-member task force assembled by the Academic Health Science Centers of Texas to study Texans’ access to health care. She also served as the 2004 and 2005 Chair of the San Antonio Hispanic Chamber of Commerce, was a member of the Greater San Antonio Chamber of Commerce Board of Directors, and served as the 2001 – 2003 Chairperson of the Board of the Alamo Workforce Development, now Workforce Solutions Alamo. In 2000-2001, Ms. Mendoza served on Texas Governor Rick Perry’s Special Commission on 21st Century Colleges and Universities and, nationally, she was appointed by Senator Trent Lott to the Commission on the Advancement of Women and Minorities in Science, Engineering and Technology (CAWMSET) in 1999-2000, later being selected as Chairperson.

Elaine Mendoza received a Bachelor of Science degree in Aerospace Engineering from Texas A&M University.

Steve Feinstein, Chief Financial Officer for Conceptual MindWorks, Inc. (CMI), has been with CMI since 1995. His responsibilities comprise all areas of Treasury and Finance including establishing and maintaining weekly cash flow reporting systems; managing budgets and projections for the subsequent two years; establishing and maintaining banking relationships including negotiating bank loans and line of credits; preparing and submitting annual government contracting incurred cost and forward pricing proposals; completing monthly financial statements; and providing critical financial input and/or decisions in all areas of the company.

Prior to joining CMI, Mr. Feinstein was Director, Audit and Accounting Department and Government Contracting Services, with Padgett, Stratemann & Co. in San Antonio, TX (1982 – 1995). Previously he was a Senior Auditor with Tofias, Fleischmann, Shapiro & Co. in Boston, MA (1979 – 1982).

Mr. Feinstein was awarded a Masters Certificate in Government Contracting awarded by The George Washington University, Washington, DC, 1992. He received his Certified Public Accountant Certificate in 1982 from the Texas Board of Public Accountancy, Austin, TX. He earned a Bachelor of Science in Business Administration in 1979 from Babson College Wellesley, MA.

Outside of work, Mr. Feinstein is actively involved in his community where he has performed numerous charitable works as a member of various musical groups.

Ted Van Duyn is Chief Technical Officer for Conceptual MindWorks, Inc. (CMI). At CMI he is responsible for the development of the architecture and overall system design for the data repository and interface with the front end product line. Prior to joining CMI in 2002, Mr. Van Duyn’s 40 years of professional experience were centered on the design, development and operations of large scale data base/data communication systems.

Highlights from Mr. Van Duyn’s previous experience include 17 years with BMC Software, Houston, Texas. While at BMC, Mr. Van Duyn served as Director of Research where he developed business plans to rationalize product portfolio, identify relevant market segments, and prioritize product development efforts. He also served as Senior Vice President of Research and Development where he was responsible for all product business plans, product development, product support and operations. Additionally as Chief Technology Officer, he helped to identify and build plans to integrate technology into product planning and development to open new markets.

While working with Amdahl Corporation, Sunnyvale, California, Mr. Van Duyn was employed in different capacities as a Software Systems Engineer providing on-site support for the world-wide customer base of Fortune 100 sized installations in application of data base/data communications technologies. This involved working closely with commercial and governmental entities on appropriate application system architectures and performance management of large, multi-data center IT operations.

Earliest professional experience is a combination of various commercial positions, all involving data base/data communication systems.

Mr. Van Duyn holds a Bachelor of Science degree in Mathematics from the University of Illinois and a Master of Business Administration from the University of Connecticut.

Dr. George W. Irving III is Vice President, Scientific and Technical Services at Conceptual MindWorks, Inc. (CMI) where he has held this position since 1996 directing CMI’s Government Services Division. He performs all Business Development functions and serves as the Senior Program Manager for all CMI government operations that deliver solutions in such critical areas as bioinformatics applications, biowarfare (BW) agent studies, combat casualty care, behavioral modeling and analysis, non-lethal weapons studies and development of advanced pharmaceuticals, vaccines, and biological products for national defense.

Retired from the U.S. Air Force with the rank of Colonel after 30 years active duty, Dr. Irving served as a public health officer at three air force bases to include one in South East Asia. He completed a two-year residency in Laboratory Animal Medicine at the USAF School of Aerospace Medicine, Brooks AFB, TX, and Texas A&M University.

Dr. Irving’s career includes assignments at the USAF School of Aerospace medicine, Brooks AFB, TX; the Armed Forces Institute of Pathology (AFIP), Washington, D.C; the Air Force Office of Scientific Research, Bolling AFB, as Program Manager and Director of Life Sciences; the USAF Liaison Officer to the U.S. Army Medical Research and Development Command (USAMRDC), Fort Detrick, MD; and the Director, Medical Chemical Defense Research Program, USAMRDC. He Directed the Defense Nuclear Agency’s Armed Forces Radiobiology Research Institute (AFRRI), at the Naval Medical Center, Bethesda, MD and completed his USAF career as the Vice Commander, Human Systems Center, Brooks AFB, TX.

Dr. Irving is a diplomate of the American College of Laboratory Animal Medicine and a diplomate of the American College of Veterinary Preventive Medicine. He is a Fellow of the Aerospace Medical Association. He is a Level III certified Acquisition Program Manager. His publications include 22 journal articles or monographs and over 60 technical reports. Dr. Irving serves as the Chief Financial Officer of the Brooks Aerospace Foundation, the former operator of the Challenger Learning Center of San Antonio.

His military honors include the Defense Superior Service Medal, Legion of Merit with one oak leaf cluster, Meritorious Service Medal with one oak leaf cluster, Joint Service Commendation Medal, Air Force Commendation Medal and Army Commendation Medal. He is an honorary member of the U.S. Army Medical Department’s Order of Military Medical Merit. He is a Distinguished Alumnus from the Purdue University School of Veterinary Medicine. In 1988 he received the James A. McCallam Award for outstanding accomplishments in the field of veterinary medicine from the Association of Military Surgeons of the United States.

Dr. Irving received a BS degree from the University of Maryland, a D.V.M. from Purdue University and an M.S. degree from Texas A&M University.

Catherine Huddle is the VP, Sales and Marketing for the Sevocity Division of Conceptual MindWorks, Inc. (CMI). At Sevocity she is responsible for the development and execution of the sales and marketing plan, including channel development, customer communications and direct sales. Prior to joining CMI in 2007, Ms. Huddle held top leadership positions in sales and operations in the Health Information Management and Insurance fields.

Highlights from Ms. Huddle’s previous experience include 5 years with Blue Cross Blue Shield of South Carolina, 14 years with Colonial Life and Accident Insurance Company (subsidiary of UNUM Provident) and 6 years with Companion Technologies. While at Colonial Life, Ms. Huddle served in a variety of roles in Finance, Operations and Sales Support, culminating with her position of VP, Operations, where she was responsible for all Claims, Sales Support and Customer Support functions. While at Companion Technologies, she served in several roles including VP, Operations and VP, Sales and Marketing.

Since joining CMI, Ms. Huddle has led the development of Sevocity’s sales and marketing programs from the ground up, including re-branding and the hiring and management of the company’s first direct sales team.

Ms. Huddle holds a Bachelor of Science degree in Financial Management from Clemson University and successfully completed the Certification for Management Accountants.
